March 2, 2025 Dear Ms. Humbert, Thank you for contacting me regarding Office of Management and Budget (OMB) Memorandum M-25-13 and the subsequent funding pause. Your feedback is essential as we work together to shape policies that benefit Pennsylvania and our country. President Trump promised to shake up Washington and rein in the federal bureaucracy. With our federal budget running an annual deficit of nearly $2 trillion, we must take action to reduce unnecessary spending. I applaud the President’s efforts to deliver on that promise by initiating a review of agency programs to determine the best uses of taxpayer dollars. Consistent with that, on January 27, OMB issued Memorandum M-25-13, which directed federal agencies to temporarily pause funding for federal financial assistance programs that may be implicated by President Trump’s recent Executive Orders. OMB issued guidance clarifying the memorandum did not apply to any individual assistance programs, including but not limited to Medicare, Medicaid, Social Security, SNAP, Pell grants, Head Start, rental assistance, and funds for small businesses and farmers. On January 28, U.S. District Judge Loren AliKhan issued a stay pausing implementation of the memo while the court considered a legal challenge. On January 29, OMB rescinded its memo, but the President’s executive orders remain in effect. On February 3, Judge AliKhan issued a temporary restraining order prohibiting OMB from carrying out the directives in OMB Memorandum M-25-13. My office is closely monitoring the situation and speaking with relevant officials. My office will also monitor how litigation resolves itself in court. As always, my first priority is to make sure Pennsylvania is treated fairly, taxpayers are protected, and the interests of our citizens come first.
